The Protection and Advocacy System The Protection and Advocacy System is a national network of congressionally created, legally-based disability rights agencies providing legal representation and other advocacy services to people with disabilities. Protection and Advocacy agencies work to provide people with disabilities equal access to employment opportunities, public services, and public accommodations. Find your state’s Protection and Advocacy agency. National Council on Independent Living The National Council on Independent Living (NCIL) advances independent living and the rights of people with disabilities through consumer-driven advocacy. Services include information and referral, independent living skills training, individual and systems advocacy, and peer counseling. Find a Center for Independent Living or Statewide Independent Living Council in your area.
